My 11 year old son has years of pinkish red spots on his penis?

It has small red spots dew on the shaft and head penis. They were there for about a week. They do not itch and do not produce pus or drainage. They feel kind of rough and tumble well. THe showed no sign of deterioration or improvement from last week. someone has any idea what it? I think it could be psoriasis, but I'm not sure.
